Properly flag custom wavelength band with empty range #213

Description
The FileBand and ListBand classes now issue a fatal error during setup if the user-defined band has an empty wavelength range, or if the wavelengths are not listed in increasing or decreasing order.

Motivation
Before this update, these classes accepted such invalid definitions but would then misbehave (such as generating NaN values).
